Outside Agency Definition

OUTSIDE AGENCY: any person, place, or thing that is not part of the match, or on the competitors side. This includes any marker, referee, observer, and forecaddie. Wind or water is also not an outside agency.

For example, if a player's ball hits a spectator which is an outside agency, the ball is played as it lies. This is also called "rub of the green".
